Do you have a valid license and does the Creative Cloud app tells you to have a trial version or to buy the apps? Then two things could be going on.
1) You are logged in with the wrong email address. Sign out in the Creative Cloud app and sign in with the email address you provided when ordering. Step 1, Step 2, Step 3 = sign in.
Once you are logged in with the correct email address in the Creative Cloud app, you can use or download all apps (e.g. Illustrator, Photoshop, Lightroom) from your subscription.
2) If you use the email address of your educational institution (e.g. @student.inholland.nl) as an Adobe account and do not have access to the apps, you are probably not logged in correctly.
Log out and log in to the Adobe Creative Cloud app, and to adobe.com and account.adobe.com. When logging in, choose the login option "Personal Account".
As soon as you are logged in with your student account via the Personal Account login option, you can use or download all apps (e.g. Illustrator, Photoshop, Lightroom) from your membership again.
