You can download Microsoft 365 Personal on a maximum of five devices. You do not have to re-activate your license to install Microsoft 365 on a new device. You just have to log in on the page https://office.com/myaccount with the email address that is linked to your license.
Under the heading “Services & Subscriptions” you can install Microsoft 365 on your new device.
